@M_Shadows: makiki-off topic din ako. Baka ibig mo pong sabihin ay yung kinanta ni bamboo. Yung awiting tatsulok ay sinulat nila Noel Cabangon at Rom Dongeto nung nasa grupong buklod pa sila. Nirecord nga nila ito at napasama sa isang album na ang title ay tatsulok (kung di ako nagkakamali).
Sila din po yung may akda nung kantang Kanlungan na sumikat lamang nung nilabas sa isang mc donalds commercial nung 2004, pero sikat na yung awiting kanlungan sa defunct na NU107 noong 1998 pa.
Ok, balik sa paksa:
Based sa mga nabasa ko, meron na palang aksyon na ginawa ang UAP tungkol sa isyung ito. Sana ay bigyan ng pansin ito ng ating mambabatas, ng saganun ay maisa-tuwid na ang lahat.

Well, civil structure yun, and ang mga nagtapos ng civil engineering ang may proper training dun, as it involves numerous tedious structural computations na covered sa C.E. course.
Backread lang po, specifically the post of sir Ar_Can_EVSU, and you will see the proper definition of architecture right there.

Hi Simplykate!...Halos lahat kayang i design ng Architect of course with the help of other consultants (structural,electrical,mechanical,etc.)....alam muba yung Millau Viaduct?,...yan gawa ng Architect yan with the help of Bridge Engineer...another is the controversial Millenium Bridge also designed by an Architect (same architect who designed the Millau Viaduct)...structural design by ARUP...closed for 2 years due to structural problem!

Include mo rin ako sir, I'm a civil engineer also, correct sir dapat nalang natin ipaubaya sa mga nakakatataas kung ano ang nararapat at kahit mag bangayan tayo rito wala rin tayo magagawa, masisira lang ang magandang pagsasamahan natin. kaya please naman po mga sir be professional sa mga comments na binibitawan natin. yong una kasing tinatamaan ng mga comments nayan ay kami dito, kay sir z at sir mokong, keep posting po. marami po akong natutunan sa post nyo. and that's my reason to join this group, para matuto.

i know whey09,,tumugun lang ako dun sa sinabi ni sir arkiedmund na hindi nag dedesign ng tulay arkitekto...gustu kulang malaman talaga kung yun ay totoo,,,,bata pa kasi ako,,mulat na kaisipan ko na Engineer lang nag dedesign ng tulay,,,,aT least nalaman ko ngayon na Architect pala may design ng mga magagandang tulay sa mundo...

Tama ka simplykate architect ang nag design ng magagandang tulay sa mundo but this refers to architectural design.. very broad po yang design na word... Kasi meron din tayong tinatawag na structural design which is for CE, this refers to the structural elements.. i would like to clarify lang po..

@arkiedmund: the album was "We Stand Alone Together" ng Bamboo 2007, cover album sya and hit single nila yung tatsulok then sumunod yung So Far Away..

EXPLANATORY NOTE
The Civil Engineering Law, Republic Act No. 544, which governs the practice of Civil Engineering in the Philippines, was last amended [49]56 years ago.
Since then/ the number of registered civil engineers has grown to over 1[00]25,000 today. A new role for the civil engineer has likewise evolved in the light of the globalization and cross-bo[a]rder practice. Whereas before the civil engineer was confined to the application of technical knowledge with a boarder range of issues to deal with, the civil engineer now has to face the challenges of integrating the socio-economic and environmental issues with the technical aspects of the construction projects. The civil engineer is constantly challenged to design and build developments in a manner that isenvironmentally sound, socially acceptable, and globally competitive.
This bill, with its proposed amendments of the law, seeks to achieve the following objectives:
1. To attune the law to national development needs;
2. To strengthen the profession and enable civil engineers to cope with the formidable challenges brought about by globalization and cross-bo[a]rder practice;
3. To continually upgrade the level of competence of the civil engineers through:
a. peer recognition of specialization in civil engineering;
b. continuous professional development; and
c. the strengthening of the accredited professional organization of civil engineers;
In view of the foregoing, the immediate passage of this proposed legislation is earnestly sought.

AN ACT
FURTHER AMENDING REPUBLIC ACT NO; 544, AS AMENDED, OR THE CIVIL ENGINEERING LAW
Be it enacted By the Senate and the House a/Representatives of the Philippines in Congress assembled:
SECTION 1. Sections 2, 4, 13, 16 and 19 of Republic Act No- 544, as
amended, are hereby further amended to read as follows:
"Section 2. Definition of Terms.
(a) The practice of civil engineering within the meaning and intent of this Act shall embrace services in the form of NON-ARCHITECTURAL consultation, design, preparation of plans, specifications, estimates, AND THE erection, installation and supervision of the construction of streets, bridges, highways, railroads, airports and hangars, port works, canals, river and shore improvements, lighthouses, and dry docks; buildings[,] AND fixed structures for irrigation, flood protection, drainage, water supply and sewerage works; demolition of permanent structures; and tunnels. The enumeration of any work in this section shall not be construed as excluding any other work requiring civil engineering knowledge and application.
(b) The term "civil engineer" as used in this act shall mean a person duly registered with the Board for Civil Engineers in the manner as hereinafter provided.
(C) ACCREDITED PROFESSIONAL ORGANIZATION OF CIVIL ENGINEERS (APOCE) SHALL MEAN THE [ PHILIPPINE INSTITUTE OF CIVIL ENGINEERS (PICE) WHICH IS THE ] OFFICIAL NATIONAL ORGANIZATION OF ALL REGISTERED CIVIL ENGINEERS IN THE PHILIPPINES AS ACCREDITED BY THE PROFESSIONAL REGULATION COMMISSION."

and Communications, ] to investigate such violations of this Act and the regulations, there-under as may come to the knowledge of the Board and, for this purpose, issue subpoena and subpoena duces tecum to secure appearance of witnesses in connection with the charges presented to the
Board, to inspect at least once a year educational institutions offering courses in civil engineering, civil engineering works, project or corporations, established in the Philippines and, for safe-guarding of life/ health and property, to discharge such other powers and duties as may affect ethical and technological standards of the civil
engineering profession in the Philippines. For the purpose of this act, the REGIONAL DirectorS of the DEPARTMENT OF Public Works and/or his authorized representative in the provinces and chartered cities shall be ex-officio agents of the Board and as such shall be their duty to help in the enforcement of the provisions of this Act.
The Board may[, with the approval of the Secretary of Public Works and Communications issue] PROMULGATE such rules and regulations as may be deemed necessary to carry out the provisions of this act. THE LATEST EDITION OF THE CIVIL ENGINEERING CODE,THE MANUAL OF PROFESSIONAL PRACTICE OF CIVIL ENGINEERS AS PREPARED BY THE APOCE AND APPROVED BY THE POARD SHALL FORM PARTOF
THE IMPLEMENTING RULES AND REGULATIONS OF THIS ACT. The Board shall also adopt a code of ethics in the practice of civil engineering and have an official seal to authenticate its official documents."

CERTIFICATE OF SPECIALIZATION - IN ORDER TO ENCOURAGE THE CONTINUING PROFESSIONAL DEVELOPMENT OF REGISTERED CIVIL ENGINEERS, THE [ ACCREDITED PROFESSIONAL ORGANIZATION OF CIVIL ENGINEERS (APOCE) BY THE PROFESSIONAL REGULATION COMMISSION ] BOARD SHALL BE VESTED WITH AUTHORITY CONFORMABLE WITH THE PROVISIONS OF THIS ACT, TO ISSUE A CERTIFICATE OF SPECIALIZATION TO A REGISTERED AND LICENSED CIVIL ENGINEER WHO HAS DEMONSTRATED HIS ADVANCE KNOWLEDGE, EXPERIENCE, EDUCATION, AND TRAINING IN A

ALL NEWLY REGISTERED AND LICENSED CIVIL ENGINEERS SHALL ALSO TAKE THEIR OATH AS MEMBERS OF THE ACCREDITED PROFESSIONAL ORGANIZATION OF CIVIL ENGINEERS (APOCE) AND SHALL COMPLY WITH ALL THEIR MEMBERSHIP REQUIREMENTS."
"Section 16. Refusal to Issue Certificate - The PROFESSIONAL REGULATORY Board of [Examiners for] Civil Engineers shall not Issue a certificate to any person convicted by a court of a competent jurisdiction of any criminal offense involving moral turpitude, or to any person guilty of immoral or dishonorable conduct, or to any person of unsound mind. THE BOARD SHALL NOT ISSUE A CERTIFICATE TO ANY PERSON WHO IS NOT A MEMBER [ OF GOOD STANDING ] OF THE APOCE. In the Event of a refusal to issue a certificate to any person, the Board shall give to the
applicant a written statement setting forth its reason for such action, which statement shall be incorporated in the
records of the Board."
"Section 19.Transitory Provisions.As soon as this Act takes effect, any person desiring to practice the profession of civil engineering shall be required to obtain a certificate of registration in the manner and under the conditions hereinafter provided. All civil engineers duly licensed under the provisions of Act Numbered [Twenty-nine hundred,and eighty- ] FIVE HUNDRED AND FORTY five, as amended, at the time this Act takes effect, shall be automatically registered under the provisions hereof. Certificates of registration held by such persons in good standing shall have the same force and effect as though the same have been issued under the provisions of this Act. SEC. 2. Repealing Clause. - All other laws, decrees, presidential issuances, proclamations, and administrative regulations inconsistent with or contrary to the provisions of this Act are hereby amended, modified or repealed accordingly[ , specifically, among others. Executive Order No. 495 dated 06 December 1992 ].

SEC. 3. Separability Clause. - In the event that any provision of this Act is declared void or unconstitutional such declaration shall not affect the validity of the unaffected provisions of this Act.
SEC. 4. Effectivity Clause. - This Act shall take effect fifteen (15) days after its complete publication in at least two (2) newspapers of general circulation.

EXPLANATORY NOTE
The Civil Engineering Law, Republic Act No. 544, which governs the practice of Civil Engineering in the Philippines, was last amended [49]56 years ago.
Since then/ the number of registered civil engineers has grown to over 1[00]25,000 today. A new role for the civil engineer has likewise evolved in the light of the globalization and cross-bo[a]rder practice. Whereas before the civil engineer was confined to the application of technical knowledge with a boarder range of issues to deal with, the civil engineer now has to face the challenges of integrating the socio-economic and environmental issues with the technical aspects of the construction projects. The civil engineer is constantly challenged to design and build developments in a manner that isenvironmentally sound, socially acceptable, and globally competitive.
This bill, with its proposed amendments of the law, seeks to achieve the following objectives:
1. To attune the law to national development needs;
2. To strengthen the profession and enable civil engineers to cope with the formidable challenges brought about by globalization and cross-bo[a]rder practice;
3. To continually upgrade the level of competence of the civil engineers through:
a. peer recognition of specialization in civil engineering;
b. continuous professional development; and
c. the strengthening of the accredited professional organization of civil engineers;
In view of the foregoing, the immediate passage of this proposed legislation is earnestly sought.

FURTHER AMENDING REPUBLIC ACT NO; 544, AS AMENDED, OR THE CIVIL ENGINEERING LAW
Be it enacted By the Senate and the House a/Representatives of the Philippines in Congress assembled:
SECTION 1. Sections 2, 4, 13, 16 and 19 of Republic Act No- 544, as
amended, are hereby further amended to read as follows:
"Section 2. Definition of Terms.
(a) The practice of civil engineering within the meaning and intent of this Act shall embrace services in the form of NON-ARCHITECTURAL consultation, design, preparation of plans, specifications, estimates, AND THE erection, installation and supervision of the construction of streets, bridges, highways, railroads, airports and hangars, port works, canals, river and shore improvements, lighthouses, and dry docks; buildings[,] AND fixed structures for irrigation, flood protection, drainage, water supply and sewerage works; demolition of permanent structures; and tunnels. The enumeration of any work in this section shall not be construed as excluding any other work requiring civil engineering knowledge and application.
(b) The term "civil engineer" as used in this act shall mean a person duly registered with the Board for Civil Engineers in the manner as hereinafter provided.
(C) ACCREDITED PROFESSIONAL ORGANIZATION OF CIVIL ENGINEERS (APOCE) SHALL MEAN THE [ PHILIPPINE INSTITUTE OF CIVIL ENGINEERS (PICE) WHICH IS THE ] OFFICIAL NATIONAL ORGANIZATION OF ALL REGISTERED CIVIL ENGINEERS IN THE PHILIPPINES AS ACCREDITED BY THE PROFESSIONAL REGULATION COMMISSION."

Noted:
(c) General Practice of Civil Engineering within the meaning and intent of this Act shall embrace services such as, but not limited to consultation, planning, design, preparation, signing, sealing of plans, specifications, estimates, erection, installation, demolition and supervision of construction/demolition of civil engineering structures and facilities including their components, sites and environs such as, but not limited to, streets, bridges, highways, and railroads; airports and hangars; port works, canals, river and shore improvements, lighthouses, and dry docks; buildings, towers, signboards, billboards, chimneys, silos, containment structures and solid waste disposal sites; fixed structures for irrigation, flood protection, drainage, water supply and sewerage works; and twmels. The enumeration of any work in this section shall not be construed as excluding any other work requiring civil engineering knowledge and application.
(d) Scope of the practice of civil engineering encompasses the provision of professional services in connection with services of civil engineering structures and facilities and may include, but are not limited to:
(1) Technical, economic and financial feasibility studies, project promotional services, planning and designing;
(2) Pre-design services such as, but not limited to, consultation, consultancy, giving written advice and directions, evaluations, surveys, investigations, quantity surveys, appraisals and adjustments, environmental impact assessment and studies, schematic design, and design development;
(3) Preparation, signing, sealing of plans, specifications, calculations, bill of materials, cost estimates, tender documents, invitation for bids/proposals, instructions to bidders/offerors, general conditions, special conditions, and contract documents;
(4) Construction and project management, giving general management,administration, supervision, coordination and responsible direction of the planning, designing, construction, reconstruction, erection, alteration, conversion, enlargement or demolition, renovation of civil engineering structures and facilities, including all their components, sites and environs, intended for private or public use;
(5) Planning, lay-outing and utilization of spaces within and surrounding such civil engineering structures and facilities including their sites, interiors, spaces, utilities systems, equipment, and fixtures;
(6) Programming, administration, construction arbitration, conservation and restoration;
(7) All works which relate to the scientific and orderly coordination of all works and branches of the work, systems and processes necessary for the production of complete civil engineering structures and facilities, whether for public or private use, in order to enhance and safeguard life, health and property and the promotion and enrichment of the quality office; and
(8) All other works, projects and activities which require the professional competence of a civil engineer, including teaching of professional civil engineering subjects and civil engineering computer-aided design and computer-aided mapping.
