scaling problems while dragging in PS.

good afternoon cgpeeps, i here to ask your help kasi yung drinag ko na pdf image from cad and biglang nag out of scale yung image ko. need ko po sana ng help nyo regarding this. both are in inches scale, and then i drag it to 20x30 size, biglang nag out of scale siya?. i need your help regarding this. TIA. saka nga pla ano ba recommended nyo sakin para yung image quality nya hindi maapektuhan in case na gagawin kong representation pero naka scale siya. thanks ! here's the image.

thanks for dropping by master whey09, yung 20x30 po 72px/in tapos yung pdf image, 300px/in po siya
