try ko lang po ito i share Crazy_Lion

step:
1.open a summer look pic(etoh ung pic na ginamit ko) then dudplicate ung layer.

2.select ung layer copy tapos edit>>>transform>>rotate 90cw

3.filter>>stylze>>wind
method = Wind
direction = from the right

4.ctrl+F para mag repeat ung wind effect.

5.edit>>>transform>>>rotate 90ccw

6.image>>adjustment>>hue/saturation

colorize = checked
hue=210
saturation = 23
lightness =15

7.select dodge tool apply nyo nalang sa part na nag karon ng wind effect para magkaron ng part na

muka talagang nag yeyelo.
